For the most part yes. There are some exceptions that i'll explain.
If you have a Burton board with ICS (Channel System) then you'll either need burton EST bindings or a conversion disc for non-EST bindings. You can't use EST bindings on a board without ICS, it won't be compatible.
If you don't know what EST and ICS are here's a video: http://www.youtube.com/watch?v=BU2qyRvYcLg
Every other binding and board on the market will be compatible.. unless there's something new out there that I don't know of.

obviously women's bindings aren't meant for men's boards and vise versa, but it can still be done.
As long as the bindings aren't wider than the board is and they're not EST bindings (which only go on specific boards) all should be perfectly well

For the most part all bindings will fit any board as long as they are the right size. An XL size binding might not fit on a board that isnt a wide. The only exception i know of is burton. Their bindings only fit on their board. Some companies sell adapter base plates to fit into burton bindings so that they can go on other boards
